- The aim of the project is to create the product Ecotourism in Castilla-La Mancha in a selection of Natura 2000 Network sites with the tourist companies that voluntarily wish to be trained to offer ecotourism experiences, and to promote the Natura 2000 Network sites in the 9 participating counties
- Over a period of 2 years, ecotourism experiences will be created in natural areas of the Natura 2000 Network by local companies under a process of training and accompaniment through the System for the Recognition of Sustainable Tourism in the Natura 2000 Network.
- A regional cooperation project that includes 9 regions of Castilla-La Mancha.
The aim of the project is to create the product Ecotourism in Castilla-La Mancha in a selection of areas of the Natura 2000 Network with the tourist companies that voluntarily wish to be trained to offer ecotourism experiences, and to promote the Natura 2000 Network areas of the 9 participating counties, improving the profitability of the small tourist companies and making a differentiated promotion of these counties to reach consumers.
The presentation of the regional cooperation project for the creation of ecotourism experiences in some natural areas of the Natura 2000 Network in Castilla – La Mancha took place today.
Respecting the security rules due to the pandemic, the event has been held online from the headquarters of the CEDER Valle de Alcudia y Sierra Madrona, in Almodóvar del Campo (Ciudad Real). The presentation was given by Mr. Pablo Toledano (President of the A. D. Sostenible Valle de Alcudia as the Coordinating Group of the project). D. Sustainable Alcudia Valley as Coordinating Group of the project; the participation of Mr. Hugo Morán, Secretary of State for the Environment, Ms. Ana Muñoz, Deputy Director General of Development and Sustainable Tourism of the Secretary of State for Tourism; Mr. Fernando Marchán, Deputy Minister of Environment of the Department of Sustainable Development; Mr. Alfonso Polvorinos coordinator of the presentation of the project and has been closed by Mr. Francisco Martínez Arroyo, Minister of Agriculture, Water and Rural Development.
During the presentation Hugo Morán, reminded that now more than ever “we have to turn our gaze towards environmental capital”, that Spain must join the European dictates where it is insisted that “we have to build a new future to ensure health and economic security.” Referring to the project, he acknowledged that “this initiative is an example of the path we must all follow in order to move forward.” He stressed that “we need to rethink the way we understand tourism” and that ecotourism is one of the best alternatives.
The Secretary of State also insisted that “project participants are the best scenario to ensure the success of the project.” He stressed that the project has the collaboration of the Ministry and commented that “natural capital within the productive sector is an excellent tool to end depopulation and desertification.”
Throughout the presentation the problem of depopulation has been discussed several times, Pablo Toledano President of the A. D. Sostenible Valle de Alcudia as Coordinating Group of the project. D. Ana Muñoz, Deputy Director General for Tourism Development and Sustainability of the Secretary of State for Tourism, commented that “design and implement sustainable development strategies to meet current demand”. Referring to the current model of sun and beach tourism, he said that it is necessary to “ensure that in the change of productive model must guarantee that natural resources are always sustainable.”. He concluded by saying that this project is an example of cooperation between administrations with competences at local, regional and national level.

Fernando Marchán, Vice-Minister of Environment of the Regional Ministry of Sustainable Development (JCCM), commented that “we have not hesitated to offer our support to the project and participate in it.” It should not be forgotten that the “environment is one of the great values of the region at tourist level” and has reminded that 25% of Castilla-La Mancha is within the Natural Network 2000 which represents 14% of the entire National Network. He commented that the regional government considers that “ecotourism is a fundamental tool in the fight against depopulation” and that three areas in the Region already follow the sustainability criteria of the European Charter for Sustainable Tourism. He also recalled that work is underway to convert the Upper Tagus Natural Park into a national park, as recently announced by President Emiliano García-Page.
For his part, Alfonso Polvorinos, coordinator of the presentation of the project, has presented a comprehensive and detailed document to know how it will be developed.
The conference was closed by Francisco Martínez Arroyo, Regional Minister of Agriculture, Water and Rural Development, who congratulated the promoters for “linking tourism and environment as an excellent decision for economic diversification and the future of territories” Among the acknowledgements, he had very special words for the Rural Development Groups because “allow civil society to have a place in decision-making.” He was in favour of claiming rural pride in Castilla-La Mancha and acknowledged that the “cooperation projects are essential, we must promote them because from the experiences of different territories we have learned a lot in recent years.”
In this morning’s presentation it was made very clear that this is a project that has emerged with a vertical and comprehensive approach by linking up with the Ecotourism Club in Spain so that the results have continuity, improving the use of natural and cultural heritage and positively influencing the economy of the participating territories. Due to the fragility of these areas, it is necessary for tourism companies to apply good practices, which is why it is planned to implement the “System for the Recognition of Tourism Sustainability in the Natura 2000 Network”designed by the Secretary of State for the Environment together with the Secretary of State for Tourism A process of training and accompaniment that will help companies to create experiences that will act as promotional elements of the participating territories.
Coordination and funding
The regional cooperation project is coordinated by the Grupo de Acción Local Valle de Alcudia (Association for the Sustainable Development of the Alcudia Valley) which, being aware of the institutional framework of support for the Ecotourism product in Spain, initiated a participatory process with the 9 LAGs The project will be developed with the participation of the environmental administration and the tourism administration of Castilla-La Mancha, relevant actors and also beneficiaries of this project. Finally was approved in 2019 by the Directorate-General for Rural Development of the Regional Government of Castilla-La Mancha with a financial endowment of 270.000 euros and an execution period of 2 years.
It is funded by the European Union (European Agricultural Fund for Rural Development through the LEADER programme 2014-2020, Submedia 19.3), the Ministry of Agriculture, Fisheries and Food, and the Junta de Comunidades de Castilla – La Mancha (Consejería de Agricultura, Agua y Desarrollo Rural) and as collaborating entities: the Secretary of State for Tourism, the Ecotourism Association in Spain, the Directorate General of Natural Environment and Biodiversity and the Directorate General of Tourism, Trade and Crafts.
Conservation, income and local development
Castilla-La Mancha stands out for its landscapes and protected areas that form part of the Natura 2000 Network, with an important representation of species and habitats of Community interest, including 142 species of priority and migratory birds of regular presence, 70 habitats and 55 species of Community interest, which together represent the fundamental values to be conserved at regional level in accordance with the Community Directives. However, these Natura Network sites have been little exploited to create nature tourism experiences that allow in a sustainable way to generate new income for the population living in rural areas.
Ecotourism Club in Spain
With the project that starts today, tools will be applied to help environmental managers to enhance the value of the region’s Natura 2000 Network sites in terms of tourism. As aturism administrations need to promote tourist destinations that are well organised and experiences created by tourism companies prepared to participate in the promotion and citizens demand to consume tourism experiences with guarantees, the Secretary of State for Tourism has launched a nationwide programme. product club Ecotourism in Spain, which functions as a group of destinations and companies that promote ecotourism and that work in a network in favour of biodiversity conservation and sustainable developmentoffering attractive ecotourism experiences.
This product is currently offered in several protected areas through tourism companies that comply with systems of requirements based on sustainability, such as the European Charter for Sustainable Tourism, or the System for the Recognition of Tourism Sustainability in protected areas of the Natura 2000 Network. This system is one of the actions included in the Sectoral Plan for Nature and Biodiversity Tourism 2014-2020 (RD 416/2014) and is a way for tourism businesses located in the Natura 2000 Network to differentiate and link themselves to the Ecotourism product in Spain. One of the objectives of this project is the subsequent voluntary integration of destinations and companies from these 9 regions in the Ecotourism Club in Spain. (www.soyecoturista.com).
This project covers a total area of 33.950 km2, and encompasses 294 municipalities with a total of 325,419 inhabitants. It is representative of the landscape diversity of the Autonomous Community (high and medium mountains, canyons, Mediterranean forests, meadows, steppes, wetlands, cereal crops and rivers) and includes the 78% of the ZECs in Castile-La Mancha and 72% of the Special Protection Areas for Birds (ZEPAs). Thanks to it, more than 70 % of the Natura 2000 Network in Castilla-La Mancha can be regulated by a System of recognition of tourism sustainability Natura 2000 Network, with innovative, demonstrative and exportable character.
Innovative actions
The project includes a series of actions aimed at establishing an innovative symbiosis between the environmental administration that manages Red Natura 2000, the tourist companies located in the 9 comarcas and their LAGs and the regional and national tourist administrations with the objective of creating the Ecotourism product in Castilla-La Mancha and promoting it with guarantees. This includes actions referring to evaluation and preparation of RN2000 spaces, implementation of the system, training and creation of experiences, communication and promotion or the network management of destinations.
This project is aligned with the Rural Development Programme 2014-2020 of Castilla-La Mancha, the Master Plan of the Natura 2000 Network in Castilla-La Mancha, the Strategic Tourism Plan 2020-2023 of Castilla-La Mancha and, at national level, contributes to comply with the Sustainable Tourism Strategy 2020 of SETUR and with other programmes such as the State Strategy for Green Infrastructure and Restoration and ecological connectivity, or the Strategy to combat depopulation, both of MITERD.
